Convert URLs to page titles automatically

If a URL is used inside a message and is not given a title by the author, where possible the linked page's title will be fetched and used instead.

Feedback po kayo dito sa thread kapag may naransan kayong issue/s na related dito.
Old forum feature po ito, pero ngayon ko lang na-enable dito sa PHC.
