When he says, "From prettiest beings we seek increase," he means that in order to maintain their "beauty's rose" for the world, we want lovely creatures to multiply. It's possible that, in this way, when the parents pass away ("as the riper should by time decease"), their children will continue to be beautiful. Two lines later, he criticizes the young man he loves for being too self-absorbed to consider starting a family; the speaker says that he is "contracted" to his own "brilliant eyes" and feeds his light with the fuel of his own beauties. A "famine where abundance hides" and a "hoarding of all the young man's beauty" are the unintentional enemies of this young guy, according to the speaker. That while the young guy may be attractive today, his beauty will eventually fade and he will bury all of his "content" within his flower's budโwhich is what the third quatrain is about (that is, he will not pass his beauty on; it will wither with him).
