Japan is not religious in a theistic sense. They observe religious rituals and festivals but only for traditional purposes. No one of them actually believes in god.
Also, samurai culture is rooted in Shintoism. It is their religion that inspired its brutality and violence. They only learned to be civilized and peaceful after their defeat in WW2 which completely shattered their belief that they were a nation endowed by their gods, and made them adopt a new humanistic atheistic philosophy.
