IP is just one determiner boss, of course alam ng staff iyan na meron dynamic IPs ng maraming users sa isang IP, marami pang pwedeng pag-basihan kung alam mo lang yung nakikita ng isang staff

since meron nang zero tolerance against multiple accounts then i think your suggestion can be done, dun sa amin sa pìrâ†é bay meron kami reputation point system where users can give points to each other +1 or -1 and stating the reason for such point and is visible to all users
