Here is a more sensible explanation. "They" is referring to Blackbeard's crew. More particularly, Van Augur, Blackbeard's sniper. Luffy and Zoro can detect them with their haki despite not knowing what haki is.

This is to further highlight Luffy's wise decision-making in not picking the wrong fight starting from the restaurant where he was provoked repeatedly by Bellamy. These scene is the overshadowing of the Red-hair pirates refusal to fight the bandits in the first few episodes of the series.

Looking back, if Luffy was to fight with Blackbeard, that would be the end of the Straw-hats.
