Security best practices are security guidelines and policies aimed at enhancing system security. Can they work without known and proven security mechanisms?

Before coming to any point wheather the guidelines and policy will work or not, lets see how
a security guidelines and policies are made.

before deploying any policies it is important to check the need of the company or any organization

the information usually contains
the types of security needed in the company
the heirarchy of the data that needs different level of the security policy
the hardware available within the company for the implementation
budget of the comapany
who will have access to what types of data

and so on

now coming to the point we can see that without the above types of information implementing any kind of policy is not possible because any loop hole in security can cause lots of damage to the
company assests

security mechanism includes
cryptography
signatures
certificates
keys

without knowing what kind of encryption is needed in the company and how to implement it, it will be nearly impossible to design any kind of security design

although in some cases if the infrastucture and need of the comany is similar to any other previous implemented guidelines and policies, then in that case it is possible at some point that same types of the policies can be made without having the proper knowledge about the company security need.
But that will certainly risks the security
so conclusively the answer is NO we cannot implement any kind of policies or guidelines without having the proper knowledge of the security mechanism.
