Well for me,
1. It may vary po on the server in w/c the VPN is created. If the server is congested it will not do any help po.

2.Yes po, If u use it as FBT/UBT.

3.Yes po, it is secure(most of the VPN providers uses up to date encryption available).

P.S.

For me the best way to emphasis ur topic more w/c is about cheaper,secure and faster internet access is to change po ur medium from VPN to VPS for the reason na these all thing comes down to VPS in where u setup po ur VPN, SSH, Squid, LoadBlancer etc. and ang strong point po ng topic nyo is about UBT/FBT based on the questions u provided.
