There are 2 reason why you didn't understand the passage. First, you read the whole chapter and didn't get the point. Second, you only read Gen. 2:7 and so on. But if you see in Gen. 2:4-5, specifically 5, the Bible is stating that they're NO MAN TO TILL THE GROUND...
So in verse 7 and and so on, the book tells of how God created a man in a detailed.

4 These are the generations of the heavens and of the earth when they were created, in the day that the Lord God made the earth and the heavens,
